Noah, Tom, and Mayor Rahm Emanuel were some of the supporters at the groundbreaking ceremony for the ITW David Speer Academy on Friday. The Noble Network charter school, located in the Belmont-Cragin neighborhood, is planning to welcome their first class this August.
